“Averaging above” is the number to plan around. The federal rule judges compliance on a running annual average at each entry point, so a system with one high sample and three clean ones may never have to build anything. The file marks every row one way or the other.

Name, PWSID, city, county, ZIP, population served, service connections, owner type, and whether it draws groundwater or surface water.
How far over
Highest single PFOA and PFOS result, the highest entry-point average for each, how many multiples of the limit that average is, and how many entry points were sampled and how many average above 4 ppt.
How recent
First and latest sample date for every system, so you can see at a glance whether you are looking at a 2023 result or a 2025 one.
Who to call
The administrative contact on file with the state: name, phone, and email where one is reported.

Read this before you buy.
You could build this yourself. The test results are EPA's UCMR 5 data and the contacts come from state drinking-water records. Both are public. What you are paying for is the join, the per-entry-point averages, and not spending a day on it.
These are 2023–2025 results, not this month's. UCMR 5 sampling ran from January 2023 through 2025, and EPA published the final dataset on August 27, 2026. Each system was sampled two to four times in that window and most have not reported since. Some have already installed treatment. The latest-sample column is there so you can tell which is which.
It covers about 10,300 systems, not all of them. UCMR 5 tested every system serving more than 3,300 people and a sample of 800 smaller ones. Roughly 56,000 smaller systems covered by the federal rule have not been tested under it yet. Their first results are due by April 2027 and are not in this file.
The averages are our arithmetic, not EPA's ruling. We average each entry point's UCMR 5 samples and count results below 4 ppt as zero. That is a close proxy for how compliance will be judged, not a compliance determination.
Contacts are what the state has on file. Usually the superintendent, clerk or mayor. People move on; expect some to be out of date. Using the emails is your responsibility under CAN-SPAM.
62 rows have no contact. Lawyers representing those systems have asked us not to contact their clients, so we do not pass the contact on either. The system and its results are still listed.
No signal for when anyone is buying. This tells you who has the problem, not who has a budget line this quarter.
