Public water systems with confirmed PFAS detections must file via the official PFAS Water Settlement portal. The fund is the largest PFAS settlement pool in U.S. history.

If you miss it: Forfeit your share of the 3M settlement and waive future direct-action rights against 3M for PFAS.

Supplemental fund for systems facing capacity, affordability, or technical barriers. Documentation burden is highest but eligibility is broader than the main funds.

1. System identification

PWSID (Public Water System ID)
Legal name of the water system operator (utility, municipality, district)
Service area population and number of connections
Source water type (groundwater, surface water, mixed)

2. PFAS detection evidence

UCMR 5 sampling results (all rounds) — PFOA, PFOS, PFHxS, PFNA, GenX, PFBS
Any state-mandated PFAS sampling results (state primacy agency reports)
Independent or pre-rule monitoring data (utility's own historical samples)
Chain-of-custody records and lab certifications (EPA Methods 533, 537.1, or 1633)

3. Treatment cost documentation

Existing treatment capital cost (GAC, ion exchange, RO/NF) — invoices, contracts
Annual O&M cost for PFAS treatment (media changeouts, energy, disposal)
Engineering studies and treatability evaluations
Pilot test reports if applicable

4. Source attribution & impact

Identified upstream PFAS sources (AFFF sites, industrial dischargers, landfills)
Distance to known contamination sites (EPA ECHO, state inventories)
